I‘m Stephen Baughier, and I’m running to represent you.

As Mayor, my focus will always be what is best for Warner Robins and its residents. My commitment is to listen to all perspectives and to make decisions that are in the best interest of our community as a whole.

We all need to work together to build a thriving community and bring back the collaborative spirit to Warner Robins.

Father, Veteran, Small Business Owner.

Stephen Baughier is a father, veteran, accountant and small business owner who moved to Warner Robins in 1979. He is a graduate of Warner Robins High School and Georgia College and State University, and runs personal finance retreats across the country for those seeking to learn responsible and common-sense money management.

After high school, Stephen joined the United States Navy, serving as an electrician’s mate on the USS VICKSBURG (CG-69) based in Mayport, FL. After completing his Naval service, Stephen returned home and earned his bachelor’s and master’s degrees in Accounting from GCSU. He also served a six-year enlistment with the United States Air Force Reserves at Robins Air Force Base with the 94th Aerial Port Squadron. He has over 15 years of accounting experience, including seven years as a project controller for Northrop Grumman.

Stephen is an adjunct teacher at Central Georgia Technical College. Stephen has also coached Warner Robins Little League and enjoys spending time with his two children, David Micah and Alyssa.

My Priorities as Mayor

REVITALIZATION

Warner Robins is a vibrant and growing city with a diverse citizenry, but it isn’t currently meeting its full potential.  We must invest in a smart, inclusive, and sustainable renewal plan in order to truly become the International City that we strive to be. Below you’ll find my key points for achieving this goal, should you give me the opportunity to be your next Mayor.

  • Identify existing opportunities for physical improvements, to include the areas of our city that have long been neglected.
  • Review city ordinances to determine barriers to achieving revitalization goals, and work with City Council to eliminate those obstacles.
  • Reconnect our community by developing a schedule of city-sponsored events and diverse cultural experiences.
  • Re-envision vacant lots and undevelopable properties as prospects for new, environmentally responsible recreation spaces.
  • Regularly seek feedback from a truly representative array of citizens to include civic and faith leadership, and community activists.
  • Establish guidelines and timelines for the renovation of vacant properties on Commercial Circle.

REINVESTMENT

We can activate the full social and economic potential of our city through responsible and equitable investments in our community and residents. Reinvestment means driving more inclusive business partnerships in both the thriving and forgotten areas of our city. My plan involves taking a whole city approach to reinvesting in Warner Robins – I believe this is long overdue.

  • Increase green areas throughout the city by planting trees and responsibly landscaping vacant lots and easements. Doing so would reduce blight, and make Warner Robins more appealing to businesses and residents alike. Potentially reduce citizens’ utility costs by lessening the impacts of heat and drought.
  • Redefine what it means to keep Warner Robins beautiful by setting aside funds for historic preservation and investments in additional community created and focused art.
  • Repair neglected infrastructure to minimize the potential for the gas leaks, boil advisories, and sewage problems that plague parts of the city.
  • Create robust civic infrastructure to include renovating or relocating the Civic Center, expanding public library access, ensuring equity of access to the North Houston Sports Complex, and establishing additional public places and spaces where the people of our community can connect.
  • Reduce crime, improve public safety, and foster trust within our community by ensuring Warner Robins Police Department is both fully and diversely staffed.
  • Review plans for the distribution of Community Development Block Grant funds and revise those plans to best meet the needs of citizens if necessary.

RESPONSIBILITY

If elected, I cannot promise you that I will be perfect, but you have my word that I will be a transparent, responsible leader who is willing to be held to account by my community.  My plan for responsible leadership is below, and I look forward to the opportunity to earn your trust.

  • Evaluate the city’s current debt and determine the path forward to paying it off. My education and experience in accounting make me uniquely qualified to ensure that Warner Robins is operating in a fiscally responsible manner.
  • Restore our city’s reputation by doing the work necessary to resolve the many lawsuits incurred by the current administration and to avoid any new lawsuits.
  • Keep our word when we make business agreements and treat both business partners and citizens with fairness and respect.
  • Review departments and staffing citywide to ensure Warner Robins is engaging in equitable hiring and promotion practices and adjust where needed. People incapable of treating all citizens with fairness have no place drawing a paycheck on the public’s dime.
  • Increase civic engagement by doing a better job of informing Warner Robins residents of public hearings, council meetings, and opportunities for public comment.
  • Maintain a strong partnership with Robins Air Force Base and our neighboring cities.
